The City of Sarnia has initiated a Development Charges Background Study for a proposed Development Charge By-law.

The Development Charge Background Study will help determine the additional capital-related infrastructure the City of Sarnia requires based on the residential and non-residential growth forecast.

The City applies a Development Charge to new/repurposed development; the preparation of the study is legislatively required under the Development Charges Act 1997. The City completed its last Development Charge Study in 2019, with an update in 2021.

Development Charges are imposed on lands located in the municipality under development/redevelopment to pay for the increased capital costs of services arising from development. Under legislative restrictions, development charges cannot fully fund the cost of growth.

The Background Study will gather information to determine the Development Charges Fee required for new development to cover growth-related infrastructure costs.

Any comments on the Development Charges Background Study may be submitted to planning@sarnia.ca.

    TAKE NOTICE that the Council of The Corporation of the City of Sarnia passed Municipal-Wide Development Charges By-law No. 1 of 2024 on the 15th day of January 2024 under subsection 2(1) of the Development Charges Act, 1997, S.O., 1997 c.27, as amended;

    AND TAKE NOTICE that any person or organization may appeal the by-law to the Ontario Land Tribunal under section 14 of the Act, in respect of the development charges by-law, by filing with the Clerk of The Corporation of the City of Sarnia on or before the 29th day of February 2024 a notice of appeal setting out the objection to the by-law and the reasons supporting the objection.

    The schedule of Development Charges imposed by the by-law, which came into effect on January 15, 2024, is outlined in Schedule ‘B’ of the by-law.

    No key map is provided as the Development Charges By-law applies to all lands within the boundaries of the City of Sarnia. The development charge rates are based on the service areas identified in Schedule ‘C’ of the by-law.

    A copy of the complete by-law is available for examination at The Corporation of the City of Sarnia, 255 Christina St N, Sarnia, ON N7T 7N2, during regular business hours (weekdays from 8:30 a.m. to 4:30 p.m.) excluding statutory holidays.

    Please be advised that a Public Meeting of Sarnia City Council will be held on Monday, January 15, 2024 at 1:00 PM in the Council Chambers under section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the municipality’s proposed development charges (D.C.) By-law and underlying Background Study. Following the Public Meeting, Council will consider the adoption of the Development Charges By-law.

    All interested parties are invited to attend the Public Meeting of Council, and any person who attends the meeting may make representations relating to the proposed D.C. By-law and Background Study.

    The Background Study is available under 'Documents'; copies of the proposed D.C. By-law and the Background Study are also available through the Planning Department at planning@sarnia.ca.

    How to Participate
