Mitton Streetscape Project
The City is preparing to advance combined sewer separation on Mitton Street between Wellington and Davis Street, necessitating complete reconstruction of the roadway. As part of that project, we’re moving forward with revitalization of the streetscape and safety improvements through multi-modal transportation opportunities.
Project Scope
The initial phase of the project, from Wellington Street to Davis Street, will take place across two phases one in 2026 and one in 2027.
The project will include:
- Combined sewer separation to strengthen sewer infrastructure against the impacts of extreme weather events
- New watermain, storm and sanitary sewer
- Road reconstruction
- Pedestrian and cycling facility enhancements
- Streetscaping
Design concept
Three potential streetscape concepts were drafted based on background information review and initial public feedback. Those concepts were reviewed by the public ahead of Council voting to proceed with Option 1.
The chosen concept includes the following potential benefits:
- Opportunity for enhanced streetlighting and wayfinding signage
- Opportunity for streetscape activation for events and business in varying capacity
- Traffic calming at intersections through reduced crossing distances
- Opportunity to incorporate green space design and streetscape plantings
- Mid-Block crossings for pedestrian access
Approved Concept — Emphasis on Curb Extensions, On-Street Parking and Flex Spaces
The approved concept:
- Emphasizes traffic calming through curb extensions and narrower lane configuration
- Shared on-road cycling route promoted through calmer traffic in the area – similar to a downtown / mainstreet setting
- Maintains on-street parking while introducing flexible spaces for patios, pop-ups, or events
- Provides a higher level of pedestrian safety and comfort while also focusing on the opportunity for activation of the streetby local businesses
- Maintains a high percentage of the existing parking spaces in the corridor

Project Phases
After evaluating options and the full construction needs for this project, the scope of work will be split into a phased approach for the completion of all necessary works over the course of 2026 and 2027. The primary goal in this decision is to minimize the overall disruption to businesses in Mitton Village.
Staff have considered feedback from local businesses and recognize an efficient project delivery that minimizes the period of closure and disruption is one of the most critical components that we can deliver on. Phasing the project and completing utility work in advance allows us to shorten the period of full road closure for the main reconstruction.
Phase 1 - 2026
Work in 2026 will involve completion of utility work ahead of underground infrastructure updates and streetscape revitalization in 2027. None of the intersections mentioned below will require full closure in 2026. Phase 1 work includes:
- Replacement of the existing hydro poles on Mitton Street between Wellington Street and Davis Street
- Replacement of the existing traffic signal heads and poles at the intersection of Davis Street and Wellington Street
- Replacement of existing traffic signal poles at the 5-corners intersections
Phase 2 - 2027
Work in 2027 will involve all road reconstruction including combined sewer separation, watermain replacement and streetscape enhancements.
Full closures and work phasing will be tightly scheduled in 2027 and will take place during specified construction windows. Advanced notice and timing will be provided to all businesses in advance of construction.
