The Project

The City of Sarnia has initiated a Municipal Class Environmental Assessment (MCEA) process to extend Wellington Street from 1569 Wellington Street to Blackwell Side Road. It was determined through the Servicing Study for Development Area 2 and Secondary Plan process for Development Area 2 that an Arterial Road extension to the east of Wellington Street is required to provide access to vacant lands designated for future residential and mixed-use developments. Several design alternatives have been investigated for the extension of Wellington Street, including multi-modal transportation considerations with options on how the extension would connect to existing and future roads and cross the Porter Creek Drain.


The design alternatives for the extension of Wellington Street have been reviewed and the Project Team has advanced the following preferred design alternatives:

  • Three-Lane Cross-Section for the road platform
  • Multi-Use Trail on north side of Road and Sidewalk on the south side of the Road
  • Single lane roundabout at Street “A”
  • Single lane roundabout at Street “B”
  • Stop-Controlled intersection at Blackwell Side Road.
  • Culvert crossing across Porter Creek Drain for the full 30.5 metre right-of-way.

The above preferred design alternatives were considered to have the lowest impact on the natural, technical, social, economic, and cultural environments as well as climate change. Addition information on the analysis will be included in a future Environmental Study Report, which will be available to the public when a Notice of Completion is posted for the project.

Class EA Process

The project is being investigated following the MCEA process set out for Schedule ‘C’ activities. The purpose of the MCEA is to identify potential environmental impacts associated with the project and to plan for the appropriate mitigation of any impacts.

    July 7, 2025 ­— The City of Sarnia has initiated a Municipal Class Environmental Assessment (MCEA) process to extend Wellington Street from 1569 Wellington Street to Blackwell Side Road. It was determined through the Secondary Plan process for Development Area #2 that an Arterial Road extension to the east of Wellington Street is required to provide access to vacant lands designated for future residential and mixed-use developments. A number of design alternatives will be investigated for the extension of Wellington Street. The design alternatives include multi-modal transportation considerations with options on where the extension would connect to Wellington Street to the west, cross Porter Creek and intersect with Blackwell Side Road.

    The Environmental Assessment Process: The project is being investigated following the MCEA process set out for Schedule ā€˜C’ activities. The purpose of the MCEA is to identify potential environmental impacts associated with the project and to plan for the appropriate mitigation of any impacts.

    Public Involvement: Public consultation is a key component of this study, and a Public Information Centre has been scheduled. This meeting will provide details on the alternative solutions being investigated and the evaluations completed to date. This meeting will also provide an opportunity for members of the public to ask questions and provide comments on the project. Details of the meetings are as follows:

    Thursday, July 24, 2025, 5 to 7 p.m. at Sarnia Clearwater Arena (Lower Hall), located at 1400 Wellington Street

    Representatives from the City of Sarnia and the project engineers (B.M. Ross and Associates and RC Spencer and Associates) will be available to discuss the proposed alternatives for the Wellington Street extension. The meeting will be an open house format, where members of the public can view different design alternatives, ask questions and provide comments on the project.
