What's Proposed?

THE PURPOSE AND EFFECT of the proposed application is to amend the existing Urban Residential 5-32 (UR5-32) Site Zone in the City of Sarnia Zoning By-law 85 of 2002, to:

  1. Establish a new Transitional Housing Facility (large) definition in the zoning by-law to reflect the size (at least 30 beds) and composition of the proposed operation. The proposed new definition is as follows:

"TRANSITIONAL HOUSING FACILITY (LARGE)" means a supervised temporary residence comprised of five or more beds in a communal sleeping arrangement, and may include common areas such as a washroom, kitchen, living room, and communal areas for persons in need of longer term housing accommodation with associated support programming to assist in the development and enhancement of necessary life skills for the purposes of retaining permanent sustainable independent housing.”

  1. Add the proposed new defined Transitional Housing Facility use to the present UR5-32 site zone use on the site;
  2. Permit the existing Transitional Housing use as currently defined in Zoning By-law No. 85 of 2002 on the subject site;
  3. Establish Parking Requirements in the zoning by-law for the proposed new Transitional Housing Facility (large) use; and,
  4. Remove the specific daycare use and associated special provisions to better support compatibility between the proposed transitional housing use and any remaining or future educational functions on the site.

No changes are currently proposed to the site.

Staff is providing information on this proposal to receive comments and feedback, prior to the statutory public meeting of City Council.
